Breaking down the walls (or not)

Two days out of the office and we are apparently subjected to a cyber attack from a software that attempts thousands of passwords in trying to gain access to your server. We actually have three servers and over a concerted twenty four hour effort the attack was repelled at every turn. Of course this being I.T and everybody being paranoid about intrusions our IT department insisted on changing every sodding password on the system. Where's the logic in that? The attacks failed so now we have new passwords that can be attacked - surely if the first passwords were strong enough we should have stuck with them?
